Michael Crouch is a senior water resources engineer at RTI International with over 20 years of experience supporting dam safety initiatives across the U.S. and Canada. He is widely regarded as a national leader in hydraulics and consequence analysis for dam safety risk assessments, providing expert review and guidance to organizations such as PG&E and Southern California Edison. He collaborated with Dr. David Bowles on the first LifeSim application to incorporate full hydrologic and hydraulic uncertainty for the Mactaquac Dam. Over his career, Michael has managed and contributed to more than 200 hydraulic modeling studies, including dam breach analyses for federal agencies and major power companies. His work also includes detailed evaluations of direct, indirect, economic, and environmental consequences—such as the Alcona Dam Safety Risk Assessment, which FERC selected as a pilot study to test its dam safety risk guidelines. Since 2014, Michael has played a central role in RTI’s support of the Tennessee Valley Authority’s downstream consequences program, helping advance it into an industry-leading effort. More recently, he managed TVA initiatives to improve evaluation of non-life loss consequences. His other clients include Barrick Gold Mines, New Brunswick Power, Eagle Creek, and Sunwater Limited (Australia).
